There’s a name for the ruling system you’ve just stated. It’s called a technocracy. Frankly, in this age and times, I’m in full agreement with what you’ve said. Refer to the last paragraph of this earlier post of mine.

I think the whole political/democratic system should be done away with and replaced by a meritocratic system where straight thinkers like scientists and technologists decide what to do.
