Well, it’s not rare. They just don’t enable it by default. You just need to ask. And make sure to ask them about it before purchasing.

Oh yeah, instead of wget’ing WordPress files, how bout SVN’ing it

The thing that makes me grimace is the fact that it’s rare to see Malaysian web hosting companies who allow SSH access to their servers.

true, SSH enabled webhosting saves you a lot of time, assuming that you’re proficient in GNU/Linux operating system.

I use Dreamhost.com, all their webhosting packages are SSH-enabled and i’m satisfied with their services
